The system consists of objects. Objects are characterized by their parameters. The estimation is based on the determination of the state of the parameters. The procedure is carried out by introducing intermediate scales of numerical estimation. Qualitative assessments are aligned with their quantitative equivalents. Such a scheme allows us to construct a formalized transfer algorithm. The evaluation consists in determining the correspondence of the parameters of an object to one of the areas of their possible state. This takes into account the mode of operation of the system. The data obtained are qualitative variables.
