摘要

在固体散货海上运输事故频发的背景下，分析了现有的海上固体散货相关规则和国际规范。在船舶专家经验和实验室试验数据的基础上，建立了船舶固体散货安全管理专家库。此外，通过数据库池技术和优化策略，专家系统数据库的连接可以高效、安全地重用。并结合JSP/Servlet技术和M/V/C模式等方法，实现了基于web的海上固体散货安全管理专家系统(MSBCSM expert system)。
