In order to ensure the rapid delivery of emergency supplies to the affected area, it is necessary to take appropriate control measures on roads. However, the implementation of traffic control will certainly bring interference for social vehicles. So there is need to optimize the traffic control scheme. In this paper, traffic control for different time intervals is implemented on the road section, and the optimization of traffic control scheme is undertaken. This study includes three parts as following: Firstly, the traffic control model is built to minimize disturbance caused by traffic control under the premise that the time requirement of emergency supplies transportation is met. Secondly, optimization algorithm based on greed is designed to solve the model. Then the concrete traffic control scheme is obtained at last. In practice, the optimization algorithm is proved to be convergent. Finally, the model and algorithm are analyzed and validated by Sioux-Fall road network.
