The article provides a methodology for assessing the sustainability of development by the factor of human potential based on changes in the competitive attractiveness and rating positions of regions. A mathematically described criterion for the sustainability of human development is proposed. The technique used is verified on the statistical material of the regions of Russia for the period 2016-2019 by 10 indicators.
