针对电子政务领域关注的政务界业务集成问题，提出了层次角色网络模型(HRNM)。HRNM被认为是水平业务集成的管理和控制模型。在此基础上，提出了基于HRNM和Agent的政府地平线业务集成管理系统(GHBIMS)的体系结构。本文提出的HRNM和GHBIMS强调了其作用的重要性，满足了政企一体化的特点和要求，在实践中具有广阔的应用前景
