In this process, user perception of quality of service (QoS) plays an important role. Since people have different expectations we concluded that it is important to ensure that courseware packages meet the user perceived QoS rather than commonly defined QoS. To investigate this hypothesis, we have constructed a multi agent testbed (MAT) for integrated management of resource distribution.
