Congestion relief market model based on load biddings
In an ever more complex, deregulated and challenging electrical energy environment, new technical and economic solutions must be investigated to ensure the stability and reliability of power systems. In this context other resources such as renewable power plants and electrical loads should be involved to provide ancillary services on the basis of new markets rules. Specifically, electrical loads should modify their consumption patterns thanks to the possibility to earn money from the participation to ancillary services markets in competition with traditional power plants. This work proposes a market for the resolution of congestions where electrical loads are also involved. The study partly simulates what will actually happen in the Italian ancillary services market (MSD), where electrical loads will be active players. From a technical point of view, congestions are resolved by selecting the load's bids using technical-economic indices calculated from the Transmission Loading Relief (TLR) sensitivity analysis. The effectiveness of the proposed method is verified by carrying out some simulation results on the IEEE 24 bus reliability verification system.
