By using the review article method from previous articles or secondary data and literature, it is known in this study that the varying management capacities of local governments have contributed to the poor performance of the health system in general. This is exacerbated by the unclear roles and responsibilities at various levels of government. Qualification standards for health workers, including technical competence, have not been established.
