摘要

本文首先分析了应急物流的保障机制,包括基础设施保障、统一指挥与网络协调、法律保障、应急预案和应急运输通道。其次,引入可救助性概念,明确了评价指标,运用可拓技术对灾区可救助度进行评价,确定了相应灾区救援需求的紧急程度;在此基础上,建立了以受灾地区救灾需求时变填充率最大化和救灾分配时变时间长度最小为目标的双目标优化模型,将救灾分配到已识别的受灾地区集合。最后,通过数值算例说明了我们的结论。
