Research methods – economic and statistical analysis of the financial, material, human resources of the educational system, statistical methods for analyzing dynamics. It has been established that in 2011-2022 there was no increase in financing of the educational system in real terms, and in 2015-2017 there has been a significant decline in funding. This is due to the dependence of the budget of the Kemerovo region – Kuzbass on world coal prices. The network of schools and colleges continued to be reduced (except for organizations of additional professional education for children), although, in general, the personnel potential was preserved. Reducing the resource endowment of the educational system does not contribute to the strategic development of the region’s human capital, especially given the need to increase the technological selfsufficiency of the economy.
