The relationship between prices affects the substitution effect between the stepped carbon tax and carbon trading, and further analyzes how the substitution effect affects the company's carbon emissions decisions. The study finds that the optimal proportion of carbon emission rights decreases with the increase of carbon emissions, and decreases with the increase of carbon trading unit price; the optimal output decreases with the increase of carbon trading unit price σ. It decreases as the carbon emissions of production units increase.
