Consequently,the formation of new states predetermines the raising of the question of the status of persons living in theterritories of the Lugansk People's Republic and the Donetsk People's Republic, and their citizenship. 摘要

国家不可剥夺的特征之一是公民身份,因为国家的存在不能仅仅通过宪法巩固国家和社会的一般特征来保证。正是那些与国家有稳定法律关系的人的存在,确保了公共当局和公民社会的真正运作,使它们从法律结构转变为有效的法律机构。2014年,卢甘斯克人民共和国和顿涅茨克人民共和国通过了主权宣言,其目的是纪念两国从乌克兰分离出来的时刻。因此,新国家的成立预先决定了居住在卢甘斯克人民共和国和顿涅茨克人民共和国领土上的人的地位问题及其公民身份问题的提出。相关人员的宪法和法律地位在其公民身份发生质的和(或)量的变化之后发生了变化,这不仅涉及特定个人的权利、自由和义务的不同范围,而且涉及个人的宪法和法律地位原则的内容,在这些原则的基础上,基本填补了个人在社会中的地位。
