The proposed method partitions the cells into 3 regions and uses predefined resource allocation schemes to assign the resources to each cell of the cluster. The proposed method also introduces an interference balancing method between neighboring cells based on an inter-cell coordination mechanism. Simulation results show that the proposed scheme is better than compared schemes.
