Serial concatenated convolutional codes (SCCC) can provide lower FER performance than parallel concatenated convolutional codes (PCCC) in the region of moderate-to-high SNR because SCCC shows little error-flooring problem. This paper proposes a rate compatible punctured SCCC (RCPS) and RCPS-HARQ system to achieve adaptive and high reliable error control coding, and presents their performance on AWGN and multipath Rayleigh fading channels.
