The main reasons for the mismatch between the three progresses were summarized in the aspects of external environment, planning, project construction, and costs accounting management. On this basis, a project whole progress evaluation model based on the matching degree of investment, construction, and costs accounting progresses was constructed, and the overall implementation progresses of some typical power grid construction projects were evaluated.
