Estimation of carbon dioxide emissions reduction has been carried out under actually realized potential and realization of all economically feasible potential of small rivers in Ukraine. The results have demonstrated that the realization of all economically feasible potential of small hydropower will increase the reduction in carbon dioxide emissions by 21.8 times in comparison with emissions secured by realized potential as of 2018. Considering the fact that the feed-in tariff has the greatest impact on investment attractiveness of this sector, the assessment of the cost of generating electricity using the Levelized Cost of Energy method was carried out to compare obtained result with the feed-in tariff. 摘要

本文考察了小水电部门的投资吸引力对减少二氧化碳排放的影响。在乌克兰小河实际实现潜力和实现所有经济可行潜力的情况下,进行了二氧化碳减排估算。结果表明,截至2018年,实现小水电所有经济可行潜力将使二氧化碳排放量比实现潜力所保证的排放量减少21.8倍。考虑到上网电价对该行业的投资吸引力影响最大,采用平准化能源成本法对发电成本进行评估,并将所得结果与上网电价进行比较。结果表明,上网电价足以补偿发电费用和迅速回报开办投资,该部门的进一步发展需要消除非价格障碍。
