Efforts should be made to build a market environment in which market entities compete on an equal footing, free choice, free flow of power resources, and optimal allocation. In order to evaluate the operation status of China’s power market, the representative power market in East China is selected as an example for specific research and analysis. This paper proposes a comprehensive index to quantify the social welfare situation in East China. A lot of market transaction data is calculated and quantified into indicators, which can more intuitively reflect the pros and cons of market operations in this region.
