We begin with a model that defines the desirable outcomes in society with ICT being effective in its contribution. Our literature review will show that the common understanding of the value-added services of ICT in education is somewhat questionable as we consider the 3 key areas in ICT's contribution to mass education. Empirical data is collected to find out if ICT can really effectively contribute to the delivery of mass education in developing countries.
