Considering both of cycle conditions and ACE spectrum, we design the base-matrix in the framework of PEG construction. Only one base-matrix is required to support a wide rage of coding lengths for our proposed scheme, where the lifting factors are set in non-uniformly distributed values. The transmission configurations with arbitrary lengths within the coding range can be achieved by shortening and puncturing.
