The scientifically grounded concept for its construction and implementation was developed by the first chairman of the Communications Section of the MS RKKF Science and Technology Committee, a professor Imant Georgievich Freiman, a head (1917–1929) of the first national department of radio engineering in Electrotechnical Institute, who continued the work A. S. Popov in all scientific and social areas. Research and teaching activities of I. G.
