The advancement in technology is bringing new assistive devices to support these people and help them in overcoming the obstacles in day-to-day life. In this paper an attempt has been made to design a cost efficient IOT enabled handheld, compact, pocket-sized reader device to annotate indexed text on written media. The pen can read written media aloud with a pre-recorded human voice from audiobook or a high-quality human-like digital voice. This paper presents a standard for a smart IoT enabled platform for book publishers to publish keeping in mind to make the same printed book accessible to visually impaired people as well. The same written media can be used by normal and visibility impaired people instead separately printing the media in braille.
