At the same time demographic tendencies of depopulation and aging accelerate the need for an inclusive E-Government strategy, reorientation of existing services, and an increased focus on cost reduction. Cooperation between municipalities can be a promising approach to reduce costs and thus deal with major challenges of demographic transition in both front office and back office.
