In this study, an immersive virtual reality device, HTC Vive, was developed as a learning tool for fire disaster prevention education. It is a digital game-based learning system which was developed based on the design principles of EFM model and the learning theorem of experimental learning cycle. The results show that more than 70% of students believe that using the platform of virtual reality can increase learning interest and is helpful for learning. It not only enhances students' motivation to learn disaster prevention literacy, but also provides interests of exploring knowledge of fire response.
