Without loss of generality, time-varying delays are considered in state, output, and input. By utilizing the T-S fuzzy model representation, the output-feedback PI control is introduced, where the PI gains are designed from strict stability analysis and LMI techniques. Even if considering full delayed input and output, the PI control assures asymptotic regulation. Furthermore, iterative gain solving algorithms and state observer are not required.
