摘要

对城市固体废物管理(以下简称MSW)领域的反垄断立法的法律基础以及区域运营商反垄断合规的制定和实施进行了研究。研究的主要目的是科学分析城市生活垃圾领域的反垄断风险和立法适用的具体情况。笔者认为，解决这一问题的方法是完善城市生活垃圾领域的立法，确保这一立法的正确适用，制定企业内部管理制度(包括控制)，包括反垄断合规制度，作为防止违反反垄断法的工具。
