The purpose of this paper is to educate utilities, independent system operators (ISOs), generator owners, customers, equipment manufacturers, and other entities involved with the production, transmission, distribution, and consumption of electricity based on our observations from our own experiences and from our review of the experiences of others. We believe the information in this paper can be used by ISOs for real-time FIDVR identification so that appropriate measures are used to stabilize the system.
