传统的政府投资项目建设管理模式在中国特殊的国情和当前的市场环境下暴露出其弊端，因此实行代建制模式具有历史必然性和实践意义。代建制是近年来出现的一种新的项目管理模式，本文分析了代建制的起源发展特点和实施方式，提出了目前实施代建制中存在的问题及防范方法。
