A proposal to solve the problems of declarative languages for both Web domain and Digital TV domain is described. The model proposed by us is part of the Digital TV profiles of NCL language specification. The model, however, may be extended to be used in other declarative languages. The model was incorporated into the Ginga reference implementation.
