Research on two Key Issues of Settlement in the Transitional Period of Spot Market Construction

In the transitional period of China's power market construction from planned mode to marketization mode. Focus on the problem of mid-long term deviation settlement when spot market operation intermittently in the month, two assessment methods are proposed, i.e. net electricity assessment method and full electricity assessment method, and the application scenarios of the methods are analysed. Focus on the problem of dual-track fluctuating electricity caused by different liberalization degrees of the generation and demand side, based on the basic principle of “demand determine the generation”, a base contract double-correction settlement method is proposed, and thus fluctuating electricity is segmented accurately on both the day-ahead market and the real-time market. Finally, case study is conducted to verify the proposed method.
