The Cyberspace Solarium Commission Report provides several recommendations to prevent and respond to such attacks. However, many of these recommendations attempt to nationalize cybersecurity. This article presents a historical overview involving the Department of Homeland Security, the Cybersecurity and Infrastructure Security Agency, and the Commerce Clause, which outlines nationalization and its effects. It will note a similar trend for cybersecurity.
