Nevertheless, after several years’ effort, the air quality has improved significantly but far from reaching people’s needs. To improve the supervision strategies for meeting a better supervision and treatment effect, this paper will evaluate the effect of the cooperative supervision on air pollution and control in Beijing-Tianjin-Hebei and give several advices on the improvement of existing supervision method through results analyzation. Firstly, a comprehensive evaluation criteria system is established. Then a novel method of determining weight is firstly proposed in this paper, -fuzzy measure and AHP are used for determining weights which can not only consider the correlation among criteria but also take care of the will of the decision-makers. Finally, we obtain the evaluation ranking results by Fuzzy comprehensive evaluation combined with Cloud model and several advice is proposed. 摘要

为应对大气污染,中国制定了京津冀大气污染防治合作监管机制。然而,经过几年的努力,空气质量有了明显的改善,但还远远达不到人们的需要。为了完善监管策略,使其达到更好的监管和治理效果,本文将对京津冀大气污染治理协同监管的效果进行评估,并通过结果分析对现有监管方法的改进提出几点建议。首先,建立了综合评价标准体系。在此基础上,提出了一种新的权重确定方法,即采用模糊测度和层次分析法确定权重,既考虑了各指标之间的相关性,又兼顾了决策者的意愿。最后,采用模糊综合评价与云模型相结合的方法,得出了评价排序结果,并提出了几点建议。总体而言,该模型可为其他地区大气污染防治监督效果的监测和评价提供参考,结果分析为决策者优化京津冀协同监督提供重要参考。
