Especially we define the more than one trigger which can arise during L2 HO procedure according to the dynamic state of the wireless environment, and design the new fast L3 HO scheme where the appropriate behaviors (fast HO components) are mapped into the proposed triggers reasonably. Then we combine these components in the order of occurring triggers.
