The three key features of the framework are: the coordination between intra-domain QoS Broker (QoSB) and common radio resource management (CRRM) module, the QoS negotiation between QoSBs of source and destination radio access networks (RANs), and user-centric bandwidth allocation to achieve maximum user satisfaction with respect to cost. A QoS signaling procedure for the proposed QoS negotiation framework is presented. The delay associated with the signaling procedure is analyzed.
