Topical Issues of the Concept and Legal Regulation of the Rule-Making of Executive Authorities of Russian Subjects

нормотворчество; исполнительная власть; органы исполнительной власти; полномочия; нормотворческая деятельность The article analyzes the mechanism for public authorities of Russian subjects to implement rule-making activities, discloses a conceptual apparatus, shows a broad and narrow understanding of the term “rule-making of executive authorities of Russian subjects”, identifies signs of rule-making by public authorities of the regions, considers federal and regional legislation in terms of implementing rule-making activities by the executive power, reveals characteristics of the rule-making process, its stages in the context of the competencies and powers of executive authorities of Russian subjects and their relationship with the current federal legislation, identifies problems of the rule-making activities of executive authorities of Russian subjects that are of a legal and practical nature and ways of solving them in order to ensure effectiveness of the process and legality of the adopted regulations.
