The first step in the development of such a complex system applicable to all stages of schooling, including university education, was the creation of an assessment model to meet basic requirements: firstly, a model that can be used to analyse the quality of the educational framework and its subsequent evolution, and, secondly, a model that enables us to define the processes of research and development which facilitate the incorporation of scientific support in the analysis of the results and the evidence obtained.
