It establishes a model of grey decision-making and the steps of implementations in evaluation bid of engineering project, and proposes the integrated effect measure algorithm of different polar samples. Also, the essay transforms the qualitative evaluations into the quantitative ones, and then solves the problems that the original methods involved too many human factors and strong subjectivities which influenced the evaluation results.
