The evaluation index of “all elements” is selected by calculating the grey correlation degree, and the index weight is calculated by using the improved analytic hierarchy process. The weight is multiplied by the indicator value, and then the average value is calculated. The diagnostic evaluation score of “all factor” resource input is obtained, and the “all factor” resource input value is obtained by comparing the division criteria.
