Firstly, we analyze the probability of failure of communication link and node which is induced by external factors, like winds and snows, equipment failures, and etc. Then based on importance of services, links and nodes, we calculate the risk of failure of communication link and node. Further, we propose three service risk indicators and corresponding improved Dijkstra algorithms to optimize service routing, thus to decrease the network failure probability.
