A importância do contexto institucional, político e ideacional na avaliação de políticas públicas

This text proposes that evaluative studies should incorporate, as a step prior to the Evaluation, the Analysis of the Institutional, Political and Ideational Context (CIPI) that surrounds the policy or program in question. The CIPI constitutes a bridge between Analysis and Evaluation, bringing the context in which the proposal and implementation of the policy or program took place, the institutional framework, the main actors involved and the prevailing ideas and values. From a synthesis of the neo-institutionalist models of Public Policy Analysis, it is presented what is and how to carry out the CIPI for a program, bringing the example of the Agua Para Todos program.
