The solution of this problem is impossible without fundamental changes in management practices both in relation to universities (implemented in the state educational policy) and within them. At the same time, it is necessary to take into account not only the tasks caused by the changing situation in the country and abroad, but also the negative trends in the development of the domestic education sector, characteristic of the last three decades.The required changes can actually be implemented if management efforts are combined by both the Ministry of Science and Higher Education of the Russian Federation and university management. 摘要

国内大学面临的主要任务之一是培养能够在转型经济中从事专业工作的毕业生。如果不从根本上改变与大学相关的管理实践(在国家教育政策中实施)和大学内部的管理实践,就不可能解决这个问题。与此同时,不仅要考虑到国内外形势变化所带来的任务,还要考虑到过去三十年来国内教育部门发展的消极趋势。如果俄罗斯联邦科学和高等教育部和大学管理部门结合管理努力,所要求的变化实际上是可以实施的。大学管理最重要的任务是克服教育过程中主要主体(主要是教师和学生)的动机和价值观的转变、影响这些社会群体的异化问题、他们之间的交往性质和形式的改变等消极后果。本文论证了这些变化的相关性,提出了克服异化问题的主要途径。基于使用符合现状的管理理念(大学价值导向管理理念和战略资产生产性管理理念)。
