To solve this problem, we Consider wind power, load forecasting error cases, lead into coal saving benefit, as well as power grid loss factor. The integrated goal include unit coal consumption and coal conversion. in order to the reliability of the system, introducing risk indicator, as a constraint, it constructs the model in certain risk situations of optimal reserve distribution. IEEE-RTS24 system was used as numerical cases. Research in the different risk limits required reserve capacity and system coal consumption.
