The medium-term spending system, which started out in the forefront especially before the mid-1990s, is important in terms of bringing a medium-term perspective to budget practices and improving budget-plan relations. It is a budgetary plan that is compatible with the medium term expenditure system and the macroeconomic variable. In the study, firstly the objectives of the medium-term expenditure system, the principles and the process will be given. Then on the basis of selected country examples, the application of the system will be examined and the evaluations will be given for each country.
