The results show that the implementation of the environmental policy does inhibit FDI and verifies the existence of \"pollution haven\" effect in China for a long time. While strengthening the opening up and actively introducing foreign capital, Chinese governments must keep the bottom line of environmental regulations to ensure the quality of FDI. 摘要

本文基于1996 - 2017年地级市面板数据，考虑“两管制区”政策的外生冲击，运用差分法(DID)和倾向得分匹配法(ppm -DID)实证研究了环境政策对外商直接投资(FDI)的影响。结果表明，环境政策的实施确实抑制了外商直接投资，验证了中国长期存在的“污染避风港”效应。中国政府在加强对外开放、积极引进外资的同时，必须守住环境法规的底线，确保外商直接投资的质量。关键词:两个控制区;污染避风港效应;外国直接投资;法估计
