The purchase of goods and services make up the bulk of government spending, that is, the optimization of procurement can signifi cantly reduce budget expenditures. The effect of optimizing purchases is not limited to saving money. This tool is able to provide public institutions with a number of intangible advantages, one of which is transparency. Having accurate information about where and how much money is spent, as well as using simple standardized procedures for managing budget expenditures, managers can make more rational decisions. With balanced regulation of purchased goods through government orders, it can have a positive impact on pricing for certain types of products, giving it a certain flexibility.
