The main purpose of the research is to evaluate the current structure of organizational culture in provincial public libraries in Turkey, to determine the causes of the failure to develop innovative management and innovative service structures and to reveal the relationship of this situation with the organizational culture. In addition, it aims at developing a national innovative organizational culture strategy action plan proposals that are based on the study findings. The scope of the research consists of 323 administrators and librarians who are working in provincial public libraries in Turkey and graduated from the Department of Information Management and seven executives working in an administrative status in General Directorate of Libraries and Publications. The research sample consists of 182 participants determined by simple random method according to the probability-based stratified sampling method. The research was carried out with descriptive method, and the data were collected by a questionnaire and semi-structured interview technique. As a result of the research, it was revealed that librarians are not satisfied with the current management and service development approaches of the provincial public libraries, the hierarchy culture is dominant in the current situation, and the culture of adocracy/creative is targeted/deemed appropriate instead. 但是oluturabilecek yenilikörgüt kültürü stratejisi ve eylem planönerisi sunulmu。本研究的主要目的是评估土耳其省级公共图书馆目前的组织文化结构,确定未能发展创新管理和创新服务结构的原因,并揭示这种情况与组织文化的关系。此外,本文还旨在根据研究结果制定国家创新组织文化战略行动计划建议。研究范围包括在土耳其省级公共图书馆工作的323名毕业于信息管理部的行政人员和图书管理员,以及在图书馆和出版物总局担任行政职务的7名行政人员。研究样本共182人,采用基于概率的分层抽样方法,采用简单随机方法确定。本研究采用描述性方法,采用问卷调查和半结构化访谈法收集数据。研究结果表明,馆员对省级公共图书馆目前的管理和服务发展方式并不满意,层级文化占主导地位,民主/创新文化被认为是合适的。在这项研究中,人们还了解到需要进行文化变革,并提出了一项创新的组织文化战略和行动计划提案,这将是这一变革进程的基础。
