Many new solutions has been proposed Which have been used intelligently and more dynamically than previous solutions. This paper proposes an intelligent control system, which uses a traffic light method called Dynamic Webster with Dynamic Cycle Time, which runs by software simulation of four-phase of the intersection. Emphasis was placed on the cycle time interval and the flow rate when compared (Dynamic Webster with Dynamic Cycle Time) with the rest of the previous methods.
