Especially, an initial NCL configuration scheme is proposed. In traditional systems, a system operator manually determmes NCL and uploads it into a base station, which is not efficient in many respects. By utilizing E-UTRAN NodeB (eNB) scanning, initial NCL can be autonomously generated reflecting the real radio environment. We also investigate the effect of \"the neighbor cell decision threshold\" and \"cell types\" on the NCL configuration performance.
