摘要

本文对人事政策形成公共管理中的热点问题进行了总结。分析了国外公共行政人事政策形成组织安排的经验。结合国际惯例，总结了形成积极人事政策的主要公共行政领域。概括了区域人事政策的关键要素。提出了完善人事政策制定公共行政组织安排的途径。
