The method relates the road capacity to the residential development. The variables in the road capacity include the percentage of travel during the peak period by both auto and transit, the efficiency of this travel, and the relative effectiveness of each mode. The methodology developed includes a representation of the interaction of the variables used in the estimating equation and the degree of control various agencies exercise over them. The methodology was applied to downtown Vancouver, British Columbia.
