In fact, scientific, defense and consumer applications use digital video cameras and networked computer devices to satisfy the demand. Continuous video data generation and the transmission of a rich information sequence require extensive networking capabilities. This rise has created a variety of new opportunities to significantly improve the video surveillance capabilities using the 5G of mobile technology (Fifth Generation). Thus, it is imperative to use, efficient video codecs across 5G networks to provide an excellent Users' QoE (Quality of Experience) and to secure the reception of video in real time. The purpose of the paper's first section is to offer a fundamental review of the video coding techniques currently used in cellular networks.
